What You’ll Do
We’re looking for a People Operations Lead who can design and build the systems that scale. This is a highly specialized, hands-on role focused on People systems architecture, workflow automation, people analytics, and AI.
As Horizon3 continues to grow our operations are increasingly more complex, we need to move from reactive, manual work to scalable operating models that reduce noise, improve data reliability, and free the People team (and the business) to move faster. This role is designed to be a force multiplier, not incremental overhead, and will play a critical part in strengthening our operational foundation.

This role will be responsible for:
People Systems Architecture, Automation and Analytics
Own and evolve our People systems across Rippling, Ashby, Deel, and key integrations/connection points.
Design and automate core employee lifecycle workflows including onboarding, offboarding, job changes, manager changes, and org updates.
Partner with IT / Business Systems as a peer to implement improvements quickly without relying on ticket-based execution for every change.
Build and maintain a People Analytics dashboard that provides clear, executive-ready insights (e.g., headcount, attrition, hiring, workforce trends, and operational performance).
Improve data quality and consistency across systems by defining clean data standards, validating inputs/outputs, and closing gaps.
AI Execution & Enablement
Partner with the Sr. Director of People Operations and Head of IT and Security to execute on the People + company-wide AI strategy with an emphasis on real business value (not experimentation for its own sake).
Build AI foundations including policies, documentation, governance/guardrails, training, and enablement.
Identify high-impact AI opportunities across People Operations and adjacent business workflows, and turn them into pilots, automation projects, or durable operating solutions.
Help standardize how the team evaluates AI opportunities, measures success, and scales what works.
Operations & Scale Readiness
Partner with the broader People team to support core People Operations needs (including compliance, immigration, global mobility, and employee lifecycle changes), stepping in as needed to ensure high-quality execution and a consistent employee experience.
Codify scalable workflows, best practices, and documentation.
Strengthen operational readiness for growth across headcount, geography, compliance, and complexity.
Support early foundations for IPO readiness and compliance muscle, including clean documentation, audit-friendly workflows, and strong operational controls.
What You’ll Bring
Proven experience owning People Ops systems and automation at a scaling company
Extensive experience working across HR systems, workflows, integrations, and process design
Practical experience driving automation and/or AI-enabled workflows (ex: custom GPTs, scripting, workflow tooling, automation platforms).
Strong technical and analytical skills with experience building dashboards, reporting, and data quality standards (Excel/Sheets required; BI tools a plus).
Able to translate ambiguous business needs into scalable solutions, prioritize tradeoffs, and execute with urgency and quality.
Strong cross-functional partnership skills and comfortable influencing without needing formal authority.
You bring a product mindset to People Ops: you test, iterate, measure outcomes, and build toward long-term operational maturity.
You are naturally curious, always looking for ways to reduce friction, improve reliability, and make work simpler for employees, managers, and the People team.
What Sets You Apart?
You’re comfortable working with APIs, automations, workflows, and systems logic — and can translate complex requirements into clean, scalable solutions.
You have experience building dashboards and reporting in tools like Google Sheets / Excel, Looker, Tableau, Power BI, or similar (and you care deeply about data definitions and accuracy).
You’ve successfully launched automation or AI-enabled workflows (custom GPTs, internal knowledge bases, ticket deflection, workflow automation tools, etc.) and can measure impact beyond “time saved.”

In accordance with various State’s transparency regulations, we provide the following salary range information for this position:
Base salary range: $150,000 - $180,000 annually. The exact salary will be determined based on the selected candidate’s location, qualifications, experience, and relevant skills.
Additional compensation: All full-time roles are eligible for an equity package in the form of stock options.
